Report on an individual-centric Digital Agenda for Europe

This paper reports on actions already taken and initiatives planned to enhance the individuals dimension of the Digital Agenda for Europe (DAE). For this purpose, individual end-users are defined as individuals in their dimension of human beings, citizens and consumers. The report presents five lines of action to enhance the DAE's individuals dimension.

CAF - new advisory forum

As part of the preparation for Horizon 2020 DG CONNECT has set up a new advisory structure – CONNECT Advisory Forum for ICT Research and Innovation (CAF). The CAF is expected to become the essential platform helping the Commission, and more specifically - DG CONNECT, to bring closer to the potentianl users the ICT research and innovation.

Active ageing: Open call for robotic based pre-commercial solutions

The EU-funded SILVER project (Supporting Independent LiVing for the Elderly through Robotics) searches for new, innovative ways to acquire public sector health services by utilizing a Pre-Commercial Procurement (PCP) process designed for optimally matching R&D with procurers' needs. The goal is to find new technologies to assist elderly people’s ability to continue living independently at home. The international PCP opened on 1st March. The call is open to all EU members and associated state countries. The tenders are evaluated according to the same criteria regardless of country or origin or size. In this PCP the Technology Strategy Board (UK) will act as the Authority on behalf and in the name of the group of contracting authorities for a cross-border group of SILVER contracting authorities.

Call 6 of the AAL JP now open: ICT-based Solutions for Supporting Occupation in Life of Older Adults

Call 6 aims at the development of ICT-based solutions which enable older adults to continue managing their occupation – at work in an office, a factory or any working environment; in a first or subsequent career, in paid or voluntary occupation including local social activities – while preserving health and motivation to remain active. Occupation in the context of this Call 6 is defined as paid and unpaid activity that results in benefit for the community, society and economy. The AAL Joint Programme is looking for ICT solutions to promote, enhance and sustain: paid activity (including but not exclusive to professional, entrepreneurial/small business and self-employment); unpaid activity (e.g. volunteering, knowledge sharing, counselling). The AAL Joint Programme aims at innovative and ICT-based solutions delivered through applied research and development activities, which are financially sustainable and underpinned by a credible business case at proposal submission stage. Projects are expected to target market needs and demands.

Pre-commercial Procurement and Public Procurement of Innovative Solutions

Public procurement accounts for some 19% of GDP in the European Union and offers an enormous potential market for innovative products and services. Several EU countries have participated successfully in a pioneering set of programmes with European public sector partners to spread best practice in new approaches for the procurement of R&D, innovative products and services. This high-level event will offer an opportunity to hear first-hand from the European Commission and Member States how they are supporting the implementation of Public Procurement of Innovative Solutions (PPI) and Pre-Commercial Procurement (PCP). In other words, how public purchasers (and private procurers) are enabled to buy better and/or cheaper products and services while at the same time boosting innovation.
